Abstract

The Republic of Indonesia has the diversity of the nation as a population of approximately 240 million, tribes and regional languages, religions, cultural diversity, varied customs and traditions, and heterogeneous flora and fauna. The diversities need to be understood and known by all levels community. It must be constructed, expressed, communicated both in spoken and in written. To make the diversities known and understood by the Indonesians, every citizen must be literate. Therefore, the author of this paper aims to describe about the process of growing a culture of literacy with the application of language skills of reading and writing. This paper will present (a) understanding of literacy and cultural literacy, (b) growing a culture of literacy, (c) understanding language skills, (d) the application of writing skills, (e) the application of reading skills. It can be concluded that literacy is an ability to write and to read. Then, cultural literacy is the habit of thinking that is followed by a process of reading and writing. Ultimately, it is hoped that what is done in the process of these activities will create a product.
